About the Organisation and Team
Our Federal Government client is seeking experienced EL1 and EL2 officers to join their Division responsible for managing the planning, design, construction, and maintenance of their overseas estate, supporting the delivery of an expanding portfolio of capital works and refurbishment projects.
 
About the roles
The EL1 Project Manager leads the planning, design, and delivery of complex international property projects, managing contracts, budgets, risks, and stakeholder relationships to ensure alignment with the Agency’s priorities. The EL2 Project Manager provides higher‑level strategic leadership and oversight of large, high‑value projects, operating with greater autonomy to integrate security, sustainability, and operational needs while engaging senior executives, host governments, and international partners. Together, these roles drive the successful delivery of secure, fit‑for‑purpose infrastructure that supports Australia’s international operations and departmental priorities.
 
Duties
  • Managing international property projects end to end - from planning and procurement through delivery and handover.
  • Building and maintaining stakeholder relationships across government, industry, and international partners.
  • Overseeing project plans, budgets, and contractors to ensure quality, compliance, and timely outcomes.
  • Identifying risks and ensuring governance while integrating security, environmental, and operational requirements.
  • Providing expert advice and mentoring staff to support reporting, performance, and a collaborative team culture.
 
In addition to the above responsibilities, the EL2 Project Manager will be responsible for: 
  • Driving innovation in project delivery, applying new technologies, sustainable practices, and modern design for estate performance.
  • Representing the Agency internationally, advocating Australia’s interests and aligning property projects with foreign policy objectives.
  • Shaping strategy and policy frameworks, improving governance, risk management, and resource allocation across the estate portfolio.
  • Menting EL1 and APS-level staff, contributing to capability development and a high-performing project delivery culture.
 
Skills & experience

The EL1 Project Manager will be an experienced professional with a strong background in complex government and commercial property projects, demonstrating exceptional leadership, project management, and stakeholder engagement skills.   
The EL2 Project Manager will bring advanced project management expertise and the ability to deliver secure, compliant outcomes within government and international frameworks.
  • A formal qualification in project management, construction management or engineering
  • Excellent interpersonal, conflict resolution, and communication skills
  • Skilled engagement with diverse stakeholders and negotiation of priorities.
  • Full ownership of project definition, planning, and delivery.
  • Proactive monitoring of cost, time, quality, and resource performance.
 
Due to the nature of these roles, candidates must already hold a Negative Vetting 1 clearance.
