About the role
The Agency is seeking an EL1 Benefits Realisation Specialist to provide strategic leadership and expert advice on benefits management and economic evaluation, leading complex analyses, maintaining the Digital Health Benefits Framework, and demonstrating the value of digital health investments through evidence-based, outcomes-focused evaluation.

Duties
  • Lead benefits management and realisation activities across digital health programs and projects.
  • Conduct economic, behavioural and qualitative analyses to assess investment value and outcomes.
  • Design and deliver economic evaluations, including cost-benefit, cost-effectiveness and ROI analyses.
  • Maintain and improve the Agency’s Digital Health Benefits Framework, tools and methodologies.
  • Provide expert benefits assurance and advice to support evidence-based decision-making.
  • Prepare high-quality reports and collaborate with stakeholders to drive benefits-led planning and evaluation.
Skills & experience
  • Demonstrated expertise in benefits management, benefits realisation and economic evaluation methodologies.
  • Strong analytical skills with the ability to translate complex data into clear recommendations.
  • Proven stakeholder engagement and relationship-building skills across diverse groups.
  • Experience developing and implementing evaluation, measurement or performance frameworks.
  • Excellent written and verbal communication skills, including executive-level reporting.
  • Demonstrated leadership capability, sound judgement and the ability to deliver complex work independently.
Experience in digital health, health economics, program evaluation, public policy, health services research or a related field will be highly regarded, as will tertiary qualifications in economics, statistics, public health, health economics, evaluation or data analytics.
 
Candidates must hold or have the ability to obtain a Baseline Security Clearance
