Site Security Manager/Site Security Observers 
 
The Site Security Manager (SSM) will lead the construction security and site observation program on domestic projects. They will work collegiately with project stakeholders from within the department and the head works contractor for the project. They will plan and setup the security requirements in consultation with the construction contractor and other Government agencies.

Duties: 

  • Understand Master Program (schedule) to be delivered, for correct assignment and allocation of Site Security Observers.
  • Understand and ensure adherence to the Project Construction Security Plan.
  • Manage the daily operations and oversight of all Site Security Observers.
  • Create, manage and maintain a culture of high integrity and security awareness.
  • Monitor and observe all personnel on site (eg unscheduled attendance at Toolbox Talks) for behavioural changes or reduced integrity with the conduct of their work.
Qualifications, Skills and Experience:
  • Possess exceptional skills and experience in construction security management. Ability to interpret and apply ASIO technical notes, Protective Security Policy Framework (PSPF), Information Security Manual (ISM) and Zone 4 and 5 Physical Security construction and management requirements.
  • Possess suitable experience in establishing, maintaining and troubleshooting construction security equipment and other mitigations, such as deployable CCTV, EACS, alarm systems and the ability to adapt alternate mitigations in the event these are unavailable or not serviceable.
  • excellent leadership skills, experience with developing and managing project teams, experience with training and managing operational teams. 
Site Security Observers
 
Site Security Observers (SSOs) are individuals who have received basic construction security training and have and can maintain construction related qualifications. They work as part of a team that can be anywhere from two (2) to ten (10) in size providing a high level of cohesion. They will provide oversight and observe construction workers and others on site, always being alert and able to identify suspicious behaviour and understand the security requirements to enable a successful project.
 
Duties:
  • Observation of personnel in designated areas of a worksite.
  • Ensure adherence with the Construction Security Plan (CSP) or equivalent document, which identifies security control measures to be implemented for the project.
  • Inspect and audit material brought to site, including reporting and containing of suspicious material.
  • Manage and operate technical equipment on site.
Qualifications, Skills and Experience:
  • Possess relevant WHS and construction experience in site safety and risk management in an overseas environment.
  • Experience in being part of a dynamic team.
  • Physically capable to stand for long periods of time and lift equipment up to 30kg.
  • Ability to operate basic hand and power tools.
  • Ability to operate different kinds of CCTV and Alarms Systems.
